I would guess in the morning,I am not sure of the exact time(I looked on the WHL website and found nothing.) I think last year it started at 9 A.M.

According to this (http://www.winterhawks.com/index.php?option=content&task=view&id=938&Itemid=1) Dean Vrooman of the Winterhawks says that the draft starts at 8:00am Portland time... Which would make it 9:00am SK time (I believe... math isn't that good lol).
