I know for sure Vancouver and Calgary has them.
Can't speak for the rest of the league

Everett has one, Kelowna just has some little crowd prompt thing with messages, otherwise I got no clue.

Everett, Seattle, Portland, Kamloops, Calgary, Vancouver, and don't know the east...
Portland only has one in the Rose Garden. In the Coliseum they have a jumbotron but it doesn't show replays.

Oddly enough, the Cougars orginization, I heard anyway, had put a proposal in to City Council to go halfers on a jumbotron, or similar. The city turned them down. Seems odd that everyone up here says Brodsky is the scourge of the WHL and a cheap old so-and-so, and yet he bought a $500,000+ bus and was going to go halfs on a jumbotron. Maybe it shows who really is cheap in PG.

In the OHL:
Kitchener, London, Sarnia (When its working), Saginaw, Barrie, and Ottawa.
Two new buildings are to be built in the next two years (Soo and Oshawa), and both are supposed to have video boards.

Vancouver's isn't really a jumbotron. It's a video wall that they have hung underneath the old style 70's Score clock that they have had since the Opening.
Does the same basically. Even though the picture is pretty crappy, and most of the TV's are not setup right.
Better than the Video Projection they used to do in Season 1.
