I only see 17 of 22 first place votes ! I am assuming that each WHL team has a member sports writer.

Yeah, it just means only 17 of the 22 voters actually ranked teams for the week. I really don't know much about the newspaper/reporting business, so I don't really know why there seems to be 3-5 writers that don't vote each week. They can't be that busy.
