I think the 33.5 also refers to the number of games teams above them have to lose as well. As for for the probability, here goes:

P(Play-Offs) = (0.5)^25(0.5)^25(infinitely crappy)^gazillion
= then a miracle occurs (hey, it could happen)
= get out the golf clubs boys, the fat lady is clearing her throat
