not even 24 hours after the historic vote, alot of optimistic people greet this landmark decesion with open arms, but there is some who oppose it and now rumors ciriculate that there is going to be a lawsuits and legal action in the on going mess we call saving the city and the moose jaw warriors. how far all this goes is hard to tell, but as you can see on moose jaw times herald website alot of mix reaction includeing a sorry person who recorded a arguement that took place in the seated gallery last night. the situation here is still heated and at what costs could things get tied up further is only waiting. the warrior brass have been notified of the outcome last night and as of today telling the board of governers. the downtown site is the main topic that has alot of people heated up, the lack of traffic , car parking slots and moving of citizens who have low incomes who live in that area, not to mention the higher tax doller compared to the other two sites. the court junction should it go threw is the one of binding measures , some people feel they were not allowed to vote on the new proposal before the city laid it to rest with the final vote. the anti multiplex people want a re vote the same vote we had 2 yrs ago. as things got brighter for the city of moose jaw , things are still dark and murky as this city tries to move forward...

I was wondering when (not if) today would be the day we would here this. Just because concil approved it doesn't mean it is set in stone (although yesturday was a huge step in the right direction). Something like this can derail the momentum and stop the project before it gets going.

Also the downtown site, does the city have the land to build on, or are they still negotiating to buy it. Cause who ever owns that land has huge leverage and can force the city to buy at a stupidly high price.

my understanding , and i could be wrong .is the land in which the multiplex will go is set and has been bought up already with excemptions of three of the four corners. three property owners who are located on three of the four corners in which the rink will go has yet to sell and wont sell from my understanding. thats huge when we are tlaking about parking as i was told only 240 parking slots have been in the plans already. when your looking to host 3,000 plus to a event you need alot more then 240 parking, but theres side street parking. i have a feeling it will all work out for the best i still believe we are in the right direction i just hope its done without a flaw, to keep the nah sayers from ruining the momentum that this city could be on. alot of money is being poured into the downtown core now, and that could only (cross fingers) mean good things to come.. the land im talking about is the 100 block manitoba street east and 100 block river street all way to the 200 blocks.. me just thinking is theres a car dealer ship call moose jaw ford on the 300 block, one would wonder if they might sell seeing they seem to be outgrowing their property and that could solve alot of parking issues..
but thats all i know for now, im sure alot more will come up in the days leading up to the deadline for start of construction, i believe they have till auguest 1st to hire a lead official to oversee the work. and december 1st of this year is the planned date of construction.

we are all witnessing the days of moose jaw , should make a great soap opera on daytime tv, if not the most wackiest things to happen in a city.lol

still optimistic and standing behind our great leaders to be.. go warriors and here to the turning of a new era in moose jaw

Moose Jaw's multiplex and the ghost of referenda past
The Moose Jaw Times Herald

Could the the wording of a 2006 referendum put a kink in Moose Jaw’s multiplex plans?
During Monday’s council meeting at city hall, Coun. Dawn Luhning said affording the approved $61.287 million multiplex facility requires the city break a 2006 referendum in which a majority of residents voted in favour of a multiplex, but at a $15 million cost to the city.
Monday’s approved funding model requires the city pay approximately $19.53 million above that figure.
“The referendum is binding,” she said. “How, does this council, when we’re bound by a policy in the city’s act, recommend that the city of Moose Jaw spend $34 million?”

I seem to remember a few things in my short life. Hey! The Spa... lots of people were against it then, but now? No way. The Casino? Same deal. The Cultural Centre? I think so too. I bet the same people that opposed these things are the ones fighting the multiplex today and this facility can only have a positive impact on our city like everything else that's been built downtown and will be built downtown.

Some people have just got to accept change and move forward, not stay in the past or that's where this fine city will stay as well. Look at Swift Current, that's a city that's committed to moving forward, and if they can, why can't we?

Legality of decision must be determined

The Moose Jaw Times Herald

Could the the wording of a 2006 referendum put a kink in Moose Jaw’s multiplex plans?
During Monday’s council meeting, Coun. Dawn Luhning said approving the $61.3 million multiplex facility requires the city break a 2006 referendum in which a majority of residents voted in favour of a multiplex, but at a cost of $15 million to the city.
Monday’s approved funding model requires the city pay approximately $19.53 million above that figure.
“The referendum is binding,” she said. “How, does this council, when we’re bound by a policy in the Cities Act, recommend that the city of Moose Jaw spend $34 million?”
According to the province’s Cities Act (section 113), a bylaw or resolution council must pass as a result of an electors’ vote can only be amended or repealed if:
“A vote of the electors is held on the proposed amendment or repeal and the majority of the electors voting whose ballots are not rejected vote in favour of the proposed amendment or repeal;
“Three years have passed from the date that the bylaw or resolution was passed and public notice is given of the proposed amendment or repeal; or
“Amendment or repeal is necessary in order to avert an imminent danger to the health or safety of the residents of the city.”
The act goes on to state: “A bylaw or resolution council was required to pass as a result of a vote of the electors may be amended if the amendment does not affect the substance of the bylaw or resolution.”
During Monday’s meeting, which attracted about 120 spectators, Coun. Brian Swanson said Moose Jaw held a referendum 19 months ago and the Cities Act binds the city to a multiplex investment of $15 million.
To this, a member of the audience shouted, “The people didn’t have a choice what the number was.”
Another person responded, shouting “Let him speak.”
Swanson said the law is very specific about adhering to referendum results and amending the previous vote would require another vote.
“Thank God there are laws that protect the taxpayer,” he said.
Steven Schiefner, city solicitor, was unavailable Tuesday afternoon to comment as to the city’s interpretation of the act.

Wow, what next? There must be some real anti sports people that don't realize what a major junior team does for your city. I'm rooting for MJ and the Warriors to stay where they are but the more those select few nay sayers drag their heels, the more expensive it gets(when or if it does go through) and the more perturbed the league gets and all of sudden your team is gone. Come on MJ. I do find it very strange that the new multi plex would be built downtown though, you would think parking and traffic would be a huge problem.
