It is a fun keeper league entering its eighth season using a Forum 54 site. We draft players and add and delete players and trade with other general managers and post rosters.

Only serious applications are expected from experienced WHL followers who must put maybe a minimum hour or so a week into it by posting their team's rosters for games and don't act up with issues and cause problems with other general managers. There could be upwards of four games per week.

As you can see from the list of general managers in the league we don't want want anyone who may cause problems. Here is the rule book that we follow:

If interested please post here or send a PM on WHLFans.ca site to Trav or me. We will take the best person available that all our general managers agree to. The Moose Jaw franchise which is available can be moved to another location.

1-2) Before each season teams may relocate to another city, however should it affect the division alignment, a team moving to another division must agree to the move. With teams moving recently, this old rule has been brought back in.

Section 2 - Team Outline

2-1) Teams can have up to twenty four players during the regular season and twenty six players during the off season and months of September and October. The cutdown day in October will be determined each year during that month.

2-2) The active rosters consist of thirteen forwards, seven defensemen, two goaltenders and four "utility" players who can be any combination of forwards, defensemen or goaltenders. Four extra "utility" player spots will be given to each team at the start of the off season of each year and can be used until the end of October.

2-3) Teams can have three overagers during the regular season (after the OA deadline) and any number of overagers during the off season and prior to the OA deadline. Any extra OA's however can not be used during a game. Overagers on the player protected list are exempt from the overage limit..

2-4) Teams are allowed two import players on their active roster. Imports on each team's protected list are exempt from the import limit and can stay on the protected list for however long the team their on decides or until their plaiyng in the WHL.

Section 3 - WFHL Player Drafts

3-1) Three drafts will take place during the summer and fall to allow teams to fill up any empty spots that they may have on their roster.

3-2) Players eligible for the drafts are those listed on the team or WHL website. The only exception is during the import draft since not all new imports may be listed on WHL team sites at the time of the draft.

3-3) The draft order will be determined at the end of rhe regular season with the two non-playoff teams having the first two picks, followed by the twelve remaining teams in the reverse order of which they finished.

3-4) The player drafts are done in the following order:

WFHL Import Draft (Summer) - Any team with an open import spot can pick a import in the draft. Imports eligible are those that are free agents or imports that has been selected in the latest CHL Import Draft. The draft is two rounds.

WFHL 16 Year Old Draft (September) - In the three round draft, teams will select sixteen year old players that have made their WHL teams prior to the draft.

WFHL Free Agent Draft (September, after the 16 yr old draft) - Teams will select players between the ages of seventeen and twenty yrs of age (and any undrafted sixteens) that are on WHL rosters and not on any WFHL team. This draft goes until each team has taken a "PASS"

3-5) All drafts are timed, teams will have a minute to make their selection or announce a trade. If a team goes over, the next team will make their selection before the team that took to much time gets another chance to make a selection.

3-6) In the event there is an team that folds and no replacement GM is found, the league will either hold a dispersal draft for the players that are on the team that is folding (if this happens during the season) or else the players on the folding team will become free agents and will be eligible for the FA and Import draft (if a team folds during the off season).

3-7) Also if a team folds and has already traded future picks to another team, that team will still be able to use the picks in the draft order. If the pick(s) are for a future draft thats a year or two away, the team can either take the last pick pick(s) of the round the pick is from or give up the pick that they acquired and take back a pick they may have traded to the team that has folded.

3-8) When a expansion team joins the WFHL, each current team will submit a unprotected list of five players, allowing the expansion team to pick one player from each list unless a trade is made between the two clubs. The list will include a goaltender, two forwards and two defensmen (Only two players and one forward can be overagers). Teams can also choose the option of leaving three d-men and two forwards and no goaltender. The expansion team will also have the third pick in the import, 16 and FA drafts.

Section 4 - Team transactions (Trades, Free Agents and Reserve Lists)

4-1) TRADES - Teams can make trades during the off season and regular season (up until the trade deadline). All trades will be considered FINALIZED when the trade has been posted by one of the GM's unless the two or more GM's involved in the trade both agree to void the deal or if the unforseen happens (A player involved gets seriously injured, goes to another league or quits hockey).

4-2) FREE AGENCY - Any player on the WHL site or on a WHL team's site and are not a memeber of any WFHL team are considered a free agent and are open season to any WFHL team. Teams can also add WHL call ups (with the exception of 15 yr olds) but once they're sent back down to their original team, the team that has added that player must then release the player with one exception, if the player is re-assigned after the WFHL deadline the release does not have to be made.

4-3) PLAYER PROTECTED LIST - Teams can place up to six players on their protected list. Players eligible are any of the following: Imports or WHL vets that don't report to WHL training camps, players picked in any of the drafts that are later re-assigned or underage and overage players that are either at a pro camp or began the season in another league at the start of the fall drafts. Overagers can be placed on the list at any time during the off season. Teams can acquire other team's protected list players and place them on their own protected list. Players from the protected list will be activated if they join a WHL team or at the end of the season with the exception of imports. Teams can not add a free agent and then place the player on the protected list if that player is later re-assigned by the WHL team their on unless the player is re-assigned at the start of the following season.

4-4) Players traded or added can play for their new team on the same day that they are acquired if the move is completed before twelve noon (pacific time).

4-5) When there are two game nights combined, teams can still add players in between the two nites providing the WHL team the player is on has not played yet. The new player can not replace a player in the lineup that has played on the first night.

4-6) Once the roster freeze is in effect, teams can only release players or activate players from their lists (IR or Pro/Prospect list).

Section 5 - Injured Reserve and Suspended Players

5-1) Teams can place up to three players on the injured reserve at any time during the season..

5-2) Eligible players are those that are going to be out at least three weeks (two plus weeks are also eligible)

5-3) When a player has been placed on the IR, the team is able to pick up a replacement player for that injured player as long as the replacement is at the same position as the player put on IR. No replacements can be picked up after the trade deadline.

5-4) Suspended players are not eligible to be replaced, however, players suspended at the start of the season by the WHL team that they are on are eligible for the Player Protected List..

Section 6 - Game Schedules

6-1) Teams play each other four times for a total of 52 games each. The schedule is done on a weekly basis and will be based on the current league rosters on the day the schedule is announced.

6-2) The schedule is based on the # of players playing for each team on each night. For all games, the teams playing each other will have a min. of 11 players playing. There will also be a maximum difference of 2 players between the two clubs playing, however if teams have more then 14 players playing, the difference can be up to four players.

*Note that during the World Junior and U-17 tournaments, players that are playing in either tournament will still be counted when the weekly schedule is done.

6-3) During the week, two game nights may be combined to give WFHL teams a larger lineup.

6-4) WFHL playoff and Memorial Cup games will be scheduled on nights where at least 14 WHL teams are playing to ensure that most of the players on the WFHL rosters will be playing.

Section 7 - Game Rosters

7-1) Each team will submit a lineup sheet before any WHL games have began on the scheduled night. The lineup will consist of a starting goaltender, twelve forwards and six defensemen. Should a team be short a forward or more, a 7th d-man can be used in the lineup.

7-2) Players can not be used at a different position then the position they're listed as on the WHL site.

7-3) Teams that have named captains should be identified with a "C" or "A" or another form of identity. The naming of captains is not required.

7-4) Should a team fail to post their lineup, the score keeper will use the team's last game lineup, although fellow gm's can always help the absent GM and post a full lineup for their comrade.

7-5) During the playoffs, teams will include a twelve man shootout list in their lineup. When a game is tied, the scorekeeper will use the shootout lists to determine the winner. If a team has more goals then the other after the first three shooters, that team will be declared the winner. If the score is still tied after the first three shooters, the shootout then goes to sudden death and the team that scores when the other team doesn't will be declared the winner. If nobody scores in the shootout, the final tie breaker will be assists.

Section 8 - Game Scores and League Standings.

8-1) A goal will be given to each team when a player from that team scores in the WHL that night or when their starting goaltender gets a win that night. Should a goaltender get a shutout, his WFHL team will be given two goals. If a team's starting goaltender does not get the start in the WHL but enters the game and his team wins, then the WFHL team will still get a point as long as the WHL has given that goaltender the win.

8-2) Scores will be done at end of the night, once all the WHL games are completed.

8-3) League standings will be updated after each game night.

8-4) Goal changes should be made ASAP.
