Bantam Draft Birthdays

Why is it that it seems to be such an advantage in the bantam draft to be born in the first half of the year? 80% of the WHL draftees were born May or earlier.

I could be wrong but i believe that when you pick a player that is born after a certian date (june or july maybe) that player takes up 2 spots on your 50 man list. If this is the case you would have to be pretty sure that kid can play before you picked him.
