How is the expansion draft done, who decides what players a new franchise gets in the WHL? Does a new coach just get a bunch of castoffs? What incentives does a team get for letting go of a good player? If a good coach can be very successful with a group of castoff players, what can he do after 3 or 4 years of trading and drafting to assemble what he wants. Thanks for your answers,

Bob
