How much do you actually know about the NHL wapiti kev
The pens can only offer Ruopp a 3 year entry lever deal if they wish to retain his rights (by may 31)
They can't offer nor have control over an ahl only deal.
If they wanted him in the ahl they would need to sign him to a ELC

If Ruopp isn't signed he will re-enter he draft where all 30 team will have he chance to select him and the new team would decide where he plays

Well, if he is forced to re-enter the draft instead of becoming a free agent and signing where he wants, then an ELC is 100% likely (unless the Pens don't want him).

Guess I don't know a single thing about the NHL.

But, back to my original point, I still think there is 0.000001 chance that some NHL team (penguins or otherwise) won't find a spot on their AHL team for him.
